EXCLUDED WORKS UNDER MGNREGA

31st August, 2011: The Ministry of Rural Development, Government of India, in their letter No. J-11016/13/2011-NREGA dated 12th August, 2011, clarified that one of the objectives of the MGNREGA is creation of durable assets. 'cutting of bushes & cleaning of gutters' do not fall in this category, and therefore not permissible under Schedule I of the MGNREG Act. The Government of Mizoram also informed all DPCs vide their letter No. F. 23012/4/09-RD(NREGS) dated 25th August, 2011 to comply with the MoRD's clarification.

TRAINING REPORT OF BHARAT NIRMAN VOLUNTEERS

The Training of Bharat Nirman Volunteers of Thingdawl RD Block, Kolasib District has commenced under Lab to Land Initiative during the 13th - 15th April, 2011.

TRAINING PROGRAMME:
The inaugural programme was held under the chairmanship of Mr. KT Pakhuangte, Dy. Director, SIRD. Mr. R. Lalramnghaka, Director, SIRD. inaugurated the training programme. Among the officials attending the  function were Mr. Lalremsanga Block Development Officer, Thingdawl, Mr. Stephen APO, DRDA, Kolasib, Dr. Lalhruaitluangi Core Faculty, SIRD and Ms. Mina Lalhmingthangi Addl PO & Counsellor (BNV), Thingdawl.

The training programme was attended by 37 Bharat Nirman Volunteers from Thingdawl town, and more than one third of them were women, mostly officials of the MHIP (A union of Mizo women). The topics covered various programme sponsored by the Ministry of Rural Development, such as MGNREGS, IWMP, SGSY/NRLM, PMGSY, NRDWP & TSC, NSAP, IAY, Role of BNV, and Fundamental Duties of a citizen of India, etc.

The training was conducted with the training fund provided for the purpose by the MoRD. It is expected to have the  Phase-I Training continued for BNVs from other villages / towns of Thingdawl RD Block for 5 more weeks.

The 2nd Phase training will cover the State Flagship Programme – New Land Use Policy, and development prgrammes implemented in the State under other Ministries of the Government of India.
The remarks like “This kind of training should have been conducted since long time back”, “The SIRD should continue this training for times to come,” etc. were among the ones most heard from the participants.
The trained BNVs, under the guidance of the BDO/Counsellor, Thingdawl, will be assigned 20 to 40 households in their respective localities. Each BNV will monitor the implementation of development programmes meant for the rural poor in his/her neighbourhood, and assist the Village Council, Government officials and other implementing agencies while also assisting and guiding the people regarding their rights and responsibilities, and on the vitality of participation in collective decision making process concerning their respective towns/villages.

With the proactive steps taken by the District authorities and the BDO, Thingdawl, there is a high expectation among the trained volunteers and the public that the Lab to Land Initiative would greatly enhance the knowledge of the rural people, and help in greater achievement under various development programmes implemented in the State as envisaged by the MoRD.

The SIRD, under the pressure of the normal workload, is planning to develop a network of Community Resource Persons to ensure uninterrupted conduct of training of BNVs from all RD Blocks of the State, which is expected to last for quite sometime ahead.

Administrative Decisions of SIRD, Mizoram:

26th Governing Body Meeting, dated 9th February, 2011 chuan a hnuaia mi ang hian ro a rel a. Office lamin a bawhzui mek bawk:

i)     As decided by the Governing Body, the process for filling up the 2 vacant posts of Core Faculties / Asst. Director (Eco) and (Agri) is under way. It is expected to have new Faculty members by May, 2011.
ii)     The pay and allowances of the SIRD was revised as per the ‘Mizoram (Revision of Pay) Rules, 2010.
iii)    Mr. Khuangthansanga Pakhuangte, Core Faculty / Assistant Director, who had joined the Institute in the year 2003, and conducted over 80 training programmes as Course Director, among many other accomplishments, was promoted to the Senior Core Faculty/Deputy Director, SIRD.
iv)    The GB decided that the Principals of Extension Training Centres, Mizoram, who were posted as such on promotion are included among the Seior Core Faculties of SIRD, and are inter-transferable with the Sr. CF/Dy. Director of SIRD. Accordingly, the Senior CF are transferred and posted as follow:

v)    Discontinuation of permission to hold ‘lien’ by departers of the Institute, and payment of NPA for CF(Vety): The Governing Body, after due deliberation, decided that the permission to hold lien by any employee leaving the Institute, should be discontinued as this has undesirable effects on the attractiveness of the posts since the appointments to such posts during the period of LIEN can only be made on officiating basis.
        The payment of Non-Practicing Allowance is also discontinued with retrospective effect from 31st October, 2009, as the GB observed that a person appointed as Core Faculty (Vety), is not employed as a veterinary doctor, but as a faculty of SIRD to guide the stakeholders of RD programmes which may not necessarily be in the field of veterinary science.
vi)    The Budgets of the SIRD amounting to Rs. 178.10 lakh and the two ETCs amounting to Rs. 102.85 lakh for the year 2011-12, were also approved by the Governing Body. The total financial outlay for the three Institutes is Rs. 280.95 lakh.
vii)   The Governing Body felt it necessary to revise the existing Recruitment Rules, and entrusted the Director, SIRD, to draft a new Service Rule for all employees of the SIRD and ETCs of Mizoram.
        The GB further assigned the SIRD to exercise envisioning for SIRD and ETCs of Mizoram.
